One of the first questions families ask when exploring in-home care is: how much is this going to cost? The answer depends on several factors, but if you live in Northeast Texas or Southwest Arkansas, you have more affordable options than families in most parts of the country. Understanding the real costs — and the services included — helps you make the best decision for your family.
What Home Care Agencies Typically Charge in Texas
Across Texas, non-medical home care agencies typically charge between $25 and $35 per hour, depending on the provider, level of care, and location. The national median sits even higher at $33 per hour, according to the 2024 Genworth Cost of Care Survey. In Northeast Texas, families generally see agency rates at the lower end of that range — our region’s cost of living helps keep care more affordable than in metro areas like Dallas or Houston.
You may see lower numbers quoted on websites like Care.com — rates in the $15–$17 per hour range for Tyler or Texarkana, for example. Those figures typically reflect rates for independent caregivers hired directly, not licensed, insured agencies with screened staff, backup coverage, scheduling support, and administrative oversight. When comparing providers, the real question is not just the hourly rate — it’s what you actually get for it.
What Affects the Cost of Home Care?
Several factors determine what you’ll pay for in-home care:
- Type of care needed — Companionship visits cost less than hands-on personal care or specialized dementia support
- Hours per week — More hours can sometimes mean a lower effective rate, especially with live-in care
- Schedule — Overnight, weekend, or holiday care may be priced differently
- Location — Rural areas in Northeast Texas tend to have lower rates than urban centers
- Agency vs. independent — Agencies include screening, insurance, training, backup caregivers, and billing management in their rates
The Hidden Cost of Hourly Minimums
Here’s something most families don’t realize until they start calling agencies: many franchise home care providers require 3–4 hour minimums per visit, and some require 12–20 hours per week. Even some of the most well-known franchise agencies in our area enforce per-shift minimums of 4 hours and weekly minimums ranging from 12 to 20 hours — policies set by corporate, not by the families who need care.
That means if your mother only needs one hour of help getting ready in the morning, you’re billed for three or four hours anyway. An agency advertising $26 per hour with a 4-hour minimum costs you $104 for a single visit — even if only one hour of actual care was needed.
At Embark Care, there are no minimums and no contracts. If you need one hour, you pay for one hour. If you need five hours three days a week, that’s what you pay for. Your care schedule is built around your family’s actual needs — not a corporate billing policy.
Does Medicare or Medicaid Cover Home Care?
Traditional Medicare does not cover non-medical home care. This includes companionship, meal preparation, light housekeeping, transportation, and personal care assistance like help with bathing or dressing. This is one of the most common points of confusion families face when exploring care options.
Some newer Medicare Advantage plans are beginning to include limited non-medical benefits, but coverage varies widely by plan and is typically capped at a small number of hours per month. Standard Medicaid also does not cover non-medical home care in most cases, though certain Medicaid waiver programs may offer limited assistance.
The good news: other programs can help, and some cover the full cost of care. Visit our resources page for more details on VA programs and other assistance options.
How Families Pay for Home Care
Most families in Northeast Texas use one or more of these options:
- Private Pay — Pay directly at competitive hourly rates with no contracts or long-term commitments. This is the most common payment method and gives families the most flexibility.
- VA Home Based Primary Care (HBPC) — Veterans with complex medical needs may qualify for in-home care at no cost through this VA program. Embark Care is a contracted HBPC provider.
- VA Aid and Attendance — A monthly pension benefit for wartime veterans (or surviving spouses) who need help with daily activities. This benefit can be used to pay for home care services.
- Veterans Pension Program — Through Veterans Home Care, eligible veterans can receive in-home care funded by their VA pension benefits.
- Long-Term Care Insurance — If your loved one has a long-term care policy, Embark Care coordinates directly with the insurance company and handles all billing.
- Area Agency on Aging — Income-based assistance programs that can help cover the cost of home care for qualifying families.
- Community Memory Care Programs — In several of our service counties, we contract with local memory care programs that fund a set number of in-home care hours per week for qualifying residents. If your loved one has been diagnosed with dementia or Alzheimer’s, they may be eligible for covered care hours through one of these county programs at no cost to the family.
At Embark Care, we handle all billing and paperwork for VA programs and insurance. Families don’t have to navigate the system alone.
How Embark Care Compares
Here’s how Embark Care stacks up against what families typically encounter in the home care market:
- Our rates are below the Texas agency median of approximately $29/hour and well below the national agency median of $33/hour
- No hourly minimums — You pay only for the care you need, starting at just one hour
- No contracts — Start, pause, or stop service at any time
- No weekly hour requirements — Unlike franchise agencies that require 12–20 hours per week
- Live-in rates available — Affordable around-the-clock care without paying hourly for 24 hours
- VA benefits accepted — We bill directly so qualifying veterans may pay nothing out of pocket
