Three VA Programs That Can Pay for Home Care

Most families don’t realize the VA offers multiple programs that cover non-medical in-home care. Embark Care is a contracted provider for all three.


1. VA Home Based Primary Care (HBPC)

Home Based Primary Care is a VA program that provides comprehensive healthcare services directly in the veteran’s home. It is designed for veterans with complex medical, social, or behavioral conditions that make regular clinic visits difficult.

Who Qualifies

Veterans enrolled in VA healthcare who have chronic or disabling health conditions and have difficulty traveling to a VA clinic. All enrolled veterans may be eligible if they meet the clinical need and HBPC is available in their area. Copays may apply based on service-connected disability status and financial information.

How to Get Started

Ask your VA primary care doctor or social worker for a referral to home-based care and request Embark Care as your provider. When you make the request, provide our NPI number directly to your VA doctor or social worker — this streamlines the authorization process and helps care begin as quickly as possible.

Once the referral is placed, we coordinate directly with the VA and care can often begin within days. The veteran may also need to complete VA Form 10-10EC through their VA social worker or case manager.


2. VA Aid and Attendance

Aid and Attendance is a monthly pension benefit for wartime veterans and surviving spouses who need help with everyday activities. This benefit is paid in addition to the basic VA pension and can be used to pay for in-home care services.

Who Qualifies

You may be eligible if you are a wartime veteran or the surviving spouse of a wartime veteran who needs help with daily activities like bathing, dressing, or feeding, who is bed-bound due to illness, who resides in a nursing home due to physical or mental disability, or whose eyesight is severely limited even with corrective lenses. The veteran must have served at least 90 days of active duty with at least one day during a wartime period, and net worth must be below the VA’s current limit. Surviving spouses must have been married to the veteran for at least one year before the veteran’s passing.

How to Get Started

The Aid and Attendance application can be complex, but you do not have to navigate it alone. Who Qualifies

Wartime veterans or surviving spouses who meet the VA’s service, financial, and medical requirements. The VetAssist Program uses the same Aid and Attendance eligibility criteria but provides additional support navigating the application process.

What Is Covered

Hands-on personal care, homemaker services, companionship, transportation, and respite care. Embark Care is a contracted VetAssist provider and bills directly through the program.

Common Questions About VA Home Care Benefits

Can my spouse receive VA home care benefits?

Yes. Surviving spouses of wartime veterans may qualify for Aid and Attendance benefits, which can be used to pay for in-home care. The spouse must have been married to the veteran for at least one year before the veteran’s passing and meet financial and medical eligibility requirements.

Does the veteran need a service-connected disability?

Not for Aid and Attendance or the Veterans Pension Program. These benefits are based on wartime service, financial need, and medical need — not on whether the condition is service-connected. HBPC requires VA healthcare enrollment but does not require a service-connected disability.

How long does it take to get approved?

HBPC referrals can be processed relatively quickly once the VA doctor places the order — care often begins within days. Aid and Attendance applications take longer because they go through the VA’s pension process, which can take several months. Through the VetAssist Program, care can sometimes begin while the application is still being processed.

What if my parent is already receiving VA healthcare?

That is actually a good starting point. If your parent is already enrolled in VA healthcare, they may be eligible for HBPC right now. Ask their VA primary care doctor about a referral to home-based care and request Embark Care as the provider.

Can VA benefits cover live-in care?

VA programs typically cover a set number of care hours per week. For veterans who need more extensive support, Embark Care can combine VA-funded hours with private pay or other programs to provide full-time or live-in care at an affordable rate.

What if my parent does not qualify for VA programs?
